POST GAMBLING REMINDER
The ABC has been extremely active on investigations at American Legion Posts and other Club Licensed locations.
At this time there are Legion Posts that have been investigated and may be awaiting a notice of violation. There is one post that was investigated in February and has been issued a notice of violation, with a 10 day suspension and retention of the confiscated items ( money Super Bowl Pool). This case remains open at this time. Another post was found to have a 50/50 being run at the canteen with out a raffle license ( on premises). Another Post has been investigated and found to have purchased liquor from a retail store. As always there are always paperwork violations.
In some cases, the investigation may have been instituted because of a complaint. The ABC may have also started an investigation based on advertising.

GAMBLING
IS GAMBLING ALLOWED ON LICENSED PREMISES?
Generally, neither gambling nor gambling paraphernalia is allowed on licensed premises. Those games or activities, however, which are licensed under the New Jersey laws dealing with bingo, raffles or lotteries and charity sponsored "casino nights" may be conducted on a licensed premises. (If you have a N.J. Lottery machine, you must indicate same on page 4 of your license application.)
Any other unlicensed game or activity where chance and not skill is the primary element and a person pays money or anything else of value in the hope or expectation of winning money, a prize or some other valuable thing, is prohibited. This prohibition does not apply to the holding of a tournament, such as darts or bowling, where skill, and not chance, is the determining factor. (N.J.A.C. 13:2-23.7.)
A sweepstakes is permitted provided no fee or purchase is required to enter. The prize, however, may not include or be any alcoholic beverage. For example, if the prize is a free meal, that meal may not include alcoholic beverages.
The Division has found that "football pools," "sports pools" and "Super Bowl pools" constitute Gambling under the above definition, and are, therefore, prohibited on the licensed premises by both the licensee, its employees and its customers. Licensees are accountable for any prohibited gambling activity by patrons on the licensed premises.
13:2-8.13 Advertising prohibition
No club licensee shall advertise, directly or indirectly, or allow, permit or suffer any advertising to non-club members the availability of alcoholic beverages at its licensed premises; provided, however, that the prohibition here in shall not apply to the holder of any special permit issued by the director and authorizing the sale of alcoholic beverages at a social affair to be conducted at the club's licensed premises, with respect to such particular affair providing the social affair permit number is indicated in the advertisement.

TRICARE INFORMATION AND VETERANS IDS
TRICARE Retiree Dental Plan Ending:
The TRICARE Retiree Dental Plan (TRDP) will sunset on Dec. 31, 2018. The program will not be replaced by a TRICARE alternative. However, retirees currently using or eligible for TRDP will have the option to secure dental coverage through the Federal Employees Dental and Vision Insurance Program (FEDVIP). Eligible retirees and active-duty family members will also be eligible to obtain vision care through FEDVIP. In order to have dental or vision coverage in 2019, interested individuals must enroll during the open season — Nov. 12-Dec. 16, 2618. There are 10 dental and four vision carriers from which to choose. Read more information or sign up for updates on the program. https://tricare.benefeds.com/InfoPortal/indexAction
VA Resumes Applications for New Veterans ID Card:
After temporarily suspending applications for the recently created veterans identification (ID) cards due to high demand, VA is once again accepting applications. The new veterans ID card was created by the Veterans Identification Card Act of 2915 so veterans who do not have a Veterans Health Identification Card are able to prove their veteran status without having to carry their DD-214. The cards are valid only for proving military service and cannot be used for VA or military benefits. Apply for a new veterans ID card.
Printed Veteran ID Card
You can use your printed Veteran ID Card (VIC) instead of your DD214 to get discounts on goods and services offered to Veterans. You can also use other identification cards for this purpose. Find out if you need a VIC or if you already have what you need.
Should I request a printed Veteran ID card?
You do not need to request this card if you have one of these:
Veterans Health Identification Card (VHIC), or
Department of Defense Identification Card—either a Common Access Card (CAC) or a Uniformed Services ID Card, or
State-issued ID (driver’s license) with a Veteran designation or a state-issued Veteran ID Card. Check with your state to see if they issue Veteran ID Cards.
You can use any of these cards to get the same discounts. If you already have one of them, you don’t need a VIC, but you can still apply for it if you’d like.
Lf you don’t have one of these cards, you should request a Veteran ID Card.
Ready to request a Veteran ID Card?
You can request your card online now—or check the status of your request.
Note: To continue, you'll need a government-issued ID (like your driver's license) and a photo of yourself from the shoulders up. Make sure you have what you need for this next step.
